Synopsis : Purpose & Goals of The Unified Democracy Movement
Unified Democracy is based on an upgrade of our current, familiar Westminster Model (each constituency still represented in The Commons by an MP achieving its highest vote) enabling a relatively straightforward transition over a 2-year period of reform – whilst government continues under “business as usual”.
Its purpose is to reverse, and recover from, the UK‘s politically-managed decline by establishing a new global benchmark in Democratic Socioeconomic Management. One that fosters stability, resilience, and the ability to respond to internal and external challenges effectively by democratic, rather than authoritarian means. Specifically, to achieve 5 goals essential for the wellbeing of current and future generations :
1 – To Assure Integrity of Government Policy.
2 – To Drive Strategic Continuity, National Unity & Social Responsibility.
3 – To Manage Immigration Within a Skills-Planned Economy.
4 – To Correct Misconceived & Harmful Fiscal Policy (Inheritance Tax & Funding for The NHS, Benefits & State Pensions).
5 – To provide a Sector-Based platform for Inter-State Coordination.
This page explains how transition to this upgraded model would achieve each of these essential goals. 1 – Assuring Integrity of Government Policy
“Democracy” as we know it in the UK, is based on the Party gaining the most MPs (not necessarily representing the majority) is that best-placed to set our future course. But in todays complex, highly-integrated society, where the risks of ill-judged policy are so high, are we right in continuing our reliance on such a premise – given that “votes by any means” slogan-based populism and opportunism are inherent in the nature of politics?
To resolve this dilemma and to minimise these risks, Unified Democracy works in a completely different way. Where the elected Cabinet represents the majority by its Party very simply achieving the Highest Popular Vote. It then sets the Parliamentary Agenda, establishes goals for improvement (that people had voted for), requirements for Bills, and manages the formation of policy- but without itself driving policy top-down.
Instead, Policy is formed and proposed democratically by debate. Politicians (forming & representing the policies of their Party) assigned electorally-proportionately, with the direct involvement of an equal number of appointed properly-informed Sector Representatives with equal influence. Bills are then drafted for debate by our MPs purely on behalf of their constituents (rather than the power-focussed interests of political parties) – legislation then formed by Lobby-voting in The Commons as is done today.
2 – Driving Strategic Continuity, National Unity & Social Responsibility
Lack of strategic continuity of policy lies at the heart of our country’s problems. – in particular, since the 1980’s when the competing ideologies of market-driven capitalism (spearheaded by Margret Thatcher and funded by business ) and welfare-driven socialism (funded by the Trade Unions) further polarised our country into the divided, politically disillusioned society that persists to this day.
Consequently, our economy has since suffered the effects of unsubstantiated “yo-yo politics”. Often suffering the huge waste and disruption of overnight shifts from one ideology to the other as people seek a “magic politics” fix driven by the rhetorical empty-pledges of slogan-based populism. Our businesses lacking a stable economic base to plan to employ people and our economy suffering from similarly spooked global markets.
Unified Democracy assures strategic continuity by General Elections held in fixed 4-year periods (rather than 5). The deployment of the two types of Representative responsible for proposing policy (Politicians and Sector Representatives) then offset by 2 years – so each passes government knowledge and policy now-how on to the next. Rather than each Administration starting from scratch and “learning on the job” (to our cost) as currently.
By this means, it assures against sudden ill-judged swings driven by political ideology – automatically normalising the government to the political spectrum of society as it evolves over time. Thereby driving an ethos of national unity, common purpose and social responsibility as infrastructures and public services improve – driving renewed confidence in government and of those in public-facing positions of authority.
3 -Managing Immigration Within A Skills-Planned Economy
Managed Immigration is an essential ingredient of a effective and thriving economy – by ensuring our country has the skills needed in our various sectors in line with projected service demands (such as for healthcare, farming and housebuilding). Thus necessitating a planned sector-based approach aligned to our educational institutions.
But at the same-time, it becomes essential to safeguard our society from 3rd-world incursion – those wishing to sponge off of our society with neither the skills nor the inclination to contribute to it (other than in the shadow economy) -undermining our traditional social values and the safety of our streets.
Because Unified Democracy is a sector-based system, Immigration Management will come under a publicly -accountable “Citizenship Sector Management Group“. Establishing immigration strategies by cross-sector coordination with groups as such for Education, Justice and Technology. Importantly, to demotivate incursion by ending the UK as the global destination of choice for economic migration.
4 – Correcting Misconceived & Harmful Fiscal Policy (Inheritance Tax & Funding for The NHS, Benefits & State Pensions).
Inheritance Tax is increasingly being seen as unfair (even immoral) double taxation – countering economic growth by disincentivising entrepreneurialism and wealth generation. It is not an economic construct, but a political one – forming only 0.7% of UK tax revenues – yet causing widespread ill-feeling and negative migration. The UK should now follow Poland’s lead and abolish it – its economic growth now outstripping that of the UK – largely driven by better employment growth and efficiency improvements.
In the UK, National Insurance has effectively become just another form of taxation, enabling Political Parties to “pledge” not to increase taxes, whilst then increasing NI on their election (a favourite tactic of current and past Labour Governments).
To stop this dishonest manipulation of our money by our politicians, Unified Democracy reclassifies NI into two distinct components (shown separately on payslips) :
(1) State Pension Contributions. Reclassifying the State Pension from a Withdrawable Benefit to a becoming Legal Right as it is throughout the EU – worker’s contributions their personal asset – rather than under the political control of The Treasury.
(2) Health & Social Care Levy – the deduction used to fund (or partially fund) Healthcare, Social Care, & Unemployment Benefits. Dispelling the perception of the NHS as “everything free”- countering its public devaluation, and laying the foundation for its efficiency-upgrade via a better cost-managed funding model (as for the Netherlands).
5 – A Sector-Based Platform for Inter-State Coordination
Because Unified Democracy is a coordinated, Sector-Based system, it opens-up the potential for horizontal knowledge-sharing and coordination of action in key sectors such as for Healthcare, Pandemic Control. Energy and Defence- achieving R&D economy of scale and minimising development timeframes.
Thus, proving a democratic exemplar for others (as dissatisfaction with democratic government is far from restricted to the UK) and enhancing the potential to form a cohesive, democratically-supported powerblock across the UK and EEA – counterbalancing those of the USA and China.
Hence to drive geopolitical stability, and democratic commonality of purpose. Enhancing the potential for European collaboration with the USA on a peer-to-peer basis. Perhaps the only viable means to provide a common platform for Europe, the USA and China to work collaboratively on global problems of ecology and climate degradation.
Election Strategy & Joining The Movement for REAL Reform
Our initial aim is to propagate a public understanding of the huge advances that transition to Unified Democracy would provide. Thereby achieving the credibility and means to fund a viable transitional political party to contest the General Election on a platform of governmental & democratic reform to deliver our 5 stated objectives.
Should our Party be elected, our MPs will therefore peer-elect Ministers to form a Government. We would then offer the top 5 posts of Government to the 2nd-placed Party to form a coalition, based on agreement of each other’s policies. We will then commence a 2-year programme of reform, followed by a further Election under our new system.
